Kiima
is the leader and main warrior of Saffron's army of Phoenix people, and is also the caretaker of Saffron, partly responible
for raising him from a small phoenix egg to a young boy (and who will later be recharged into adult form. She turns human
when splashed with cold water, having jumped into Nyannichuan when young.
Kiima, along with Masara and Koruma, are
after the Jusenkyo map that Plum holds, because it holds the key to Saffron's transformation and maturation into an adult.
Unfortunately, this transformation would require taking water from the Source of Jusenkyo, meaning that all the cursed springs
would be dried up forever in the process. Though unsuccessful at first, Kiima decides to use trickery and guile to get the
map away from Ranma and his friends.
When the map is divided up, Kiima uses a manipulative trick to get the map pieces.
Capturing Shampoo, Kiima entraps her in a magic egg which, when hatched, would make the person trapped in it pledge total
loyalty to the first person they see. Shampoo is tricked and entranced by Kiima in this way, and Kiima uses Shampoo to collect
all of the remaining pieces of the Jusenkyo map, which she then escapes with, with Ranma and company in hot pursuit.
Later
on, Kiima needs to pick up the Kinjakan, Saffron's main weapon, from Ranma, in order to complete Saffron's maturation. In
order to do this, she captures Akane, and throws her into a vacant pool, making her almost drown in it, and creating a new
drowned Jusenkyo spring - the Spring of Drowned Akane. She then dives into it - and now Kiima is able to turn into the form
of Akane with cold water. Using this trick, she confronts Ranma and, in the bathroom at an inn in the road, tricks him into
giving up the Kinjakan, which she escapes with.
Eventually, Ranma and the others reach Kiima, and it is later that
Kiima fights with Akane. Though not a major part of the final battle, Kiima still is able to complete the maturation process
of Saffron and set things up for Ranma's final battle with the self-proclaimed "Ruler of Jusenkyo"...
Kiima
is not as much a fighter (though she will fight, and fight well), as she is a trickster. Preferring guile and strategy over
brawn and strength, she lays out carefully constructed plans in order to achieve her goals. As a result of her poor upbringing
of Saffron, he has ended up quite spoiled and haughty, much like Kiima's personality. Kiima is manipulative and sneaky, and
will even stoop to immoral means in order to further her own ends.

Pantyhose Tarou |
Rouge is a girl who had fallen into the Spring
of Drowned Ashura and who changes into a form of the goddess (3 heads, 6 arms) when splashed with cold water.
Originally,
Rouge was after Pantyhose Tarou not only because he had accidentally peeped in on her when she was bathing, but also because
Tarou had unknowingly stolen her "source of power", something which gave her full control over her powers in her Ashura form.
Rouge had thus followed Tarou to Japan, after having beaten up Tarou even while he was a monster.
Tarou claimed that
he hadn't stolen anything from Rouge, and appealed to Ranma for help when Rouge begins to attack Tarou while in her Ashura
form. Though Ranma believed that Tarou actually did steal something from Rouge, Rouge attacked both Ranma and Tarou because
it looked like they were working together as a team. It was eventually found that Tarou did somehow steal something from Rouge
- small round objects which were the "source of her power". Rouge did get these objects back, and with them almost mangles
both Tarou and Ranma. Heavily exhausted, Rouge empties herself of all her power, but it is found that the source of her power
is very easy to replace - all they are is magnetic plasters which keep your back from getting stiff. Rouge buys a whole bunch
of them, and leaves in peace.
Rouge seems to be a nice enough girl, but can be very angry and vindictive when
need be. Her powerful form enables her to use devastating attacks capable of destroying buildings. Her anger against Tarou
mostly stems from the fact that she believes Tarou evil, moreso than out of any intense hatred of him.

Pantyhose Tarou is a Chinese martial artist who
desires revenge on anyone who makes fun of his unwillingly awarded name, and also wants to force the man who gave it to him,
Happosai, to change it. He comes to Nerima with this purpose in mind, as he beats up most of the local martal artists and
leaves pantyhoses wrapped around them.
It turns out that when Tarou was born as an infant, he was sort of "baptised"
as a ritual into the spring of drowned bull, crane, eel, and yeti (a very mixed bag, to say the least). Happosai was the one
who performed the ritual, and was also by right the one to give (and alter, if need be) the newborn's name, which he did -
and ended up giving him the horribly humiliating name of "Pantyhose" Tarou.
It is for this reason that Pantyhose Tarou
comes to Japan - to find Happosai and force him to change his name to something more respectable. Now a full grown large monster
in cursed form, he beats up people very easily, and almost finishes Ranma as well before Happosai himself steps in to save
him. However, the monster kidnaps a helpless Akane and takes her back to his base of operations.
With Ryouga, Shampoo,
and Mousse's help (who are all in it for their own reasons), Ranma decides to go after Tarou to bring back Akane. Despite
cold water traps set to curse the Ranma team, all of them manage to make it to Tarou's place unharmed. However, it takes all
of them and most especially, a new special move by Ranma (shooting star kick) to down Tarou in monster form.
Eventually
both Happosai and Tarou are tied up, and even though Ranma and company try to convince Happosai to change Tarou's name for
him, he refuses to do so. Eventually after a beating by Ranma, Happosai is tricked into agreeing to change Tarou's name. However,
he only ends up suggesting stupid name changes, much to Tarou's anger and frustration. Tarou continues to hold a grudge against
Happosai for keeping his name the same.
Tarou is a very strong fighter who is formidable in his cursed form which
towers over most people. He has a winner-takes-all attitude and will go to any lengths to win against his opponent. Though
somewhat brash and egotistical, he can, like Ranma, back up his words with his skill in Chinese martial arts. Tarou appears
to have no respect or regard for anyone and will brutally push them out of the way to get what he wants, especially when it
comes to changing his name. Tarou is angered very easily if someone calls him by his first name (Pantyhose).

Kinii
is one of the main members of the Jusenkyo Police, and one of its primary enforcers. He is also one of the last surviving
members of the Cult of the Muscle Sword, a martial art which grants its users a well-muscled body as well as the skill to
use muscle swords, or large scimitars, with deadly force.
Kinii was ordered by the Jusenkyo Police to bring back all
the Jusenkyo cursed regular cast members (Ranma, Mousse, Shampoo, Ryouga, and Genma) because they were in some way or another
violating the Jusenkyo Police's codes. Kinii was able to capture almost everyone - however, when he got to attempting to capture
Ranma, it was found that Kinii himself was Jusenkyo cursed (due to Ranma's quick thinking with a bucket of cold water).
It turns out that long ago while practicing at Jusenkyo, Kinii fell into a cursed spring called Fuushanniichuan, or
the Spring of Drowned Priest. Now whenever Kinii gets wet he turns into a kindly, scrawny old priest whose peaceful demeanor
is the complete opposite of Kinii's raging attacks and anger in his normal form.
Taking advantage of Kinii's personality
change as a priest, Ranma made Kinii lead him to the place where the other Jusenkyo cursed people were being held prisoner.
However, just as Ranma was able to free all of them, Kinii was able to regain his original form and remember his mission to
apprehend (or, that failing, kill) all Jusenkyo cursed persons. Managing to capture Genma and Ranma, Kinii subjected them
to alternate dunking of hot and cold water in an effort to discipline them into controlling their curses. It was only after
a bit of trickery and a tough battle that Ranma was able to defeat Kinii.
Depending on what form he's in at
the time, Kinii can be either kindly or very aggressive and fierce. HIs usual, true form is an attacker and will methodically
rip apart any enemy he comes across. The real Kinii will stop at nothing to complete his missions. His cursed form, however,
is a complete opposite and embodies the Buddhist beliefs of peace and tranquility, refusing to fight even if ordered to do
so.

Herb is the leader of the remaining suvivors of
the Musk Dynasty, a warrior-like Empire who used to mate with women who were originally animals they had defeated and then
thrown into Nyannichuan, the Spring of Drowned Girl. Herb happens to have dragon blood in him as a result. Now only himself
and his two associates, Mint and Lime, are the only ones left.
Herb, Lime and Mint all came to Japan to find
a certain treasure. This treasure was called the Kaisufuu, a magically charged amount of water that reverses the effect of
the Chisuitton, another magical batch of water that keeps Jusenkyo-cursed individuals in their cursed states. This magical
water had gotten on Herb, in an accident. This accident involved Herb throwing a monkey into Nyannichuan in order to understand
females better (since in modern times the Musk dynasty does not mate with animals thrown into Nyannichuan, but with strong
female martial artists - Herb had no knowledge of women). The transformed monkey (now a woman) had kicked Herb into Nyannichuan
(since Herb seemed to be distracted by the new woman's breasts, which he had never seen before), and then tossed the Chisuitton
water on him while he was distracted by his (now her) own chest. This locked Herb into a female state, and now he (she), Mint,
and Lime looked for the cure.
Ranma happened to get into a scuffle with Herb since Herb had treated Akane a
little roughly at the Cat Cafe. After a short altercation, Herb manages to splash the Chisuitton water on Ranma while he's
in female form, locking Ranma in her cursed state. Ranma resolves to go after the Musk Dynasty survivors and beat them to
the Kaisufuu, with help from Ryouga and Mousse, who feign friendship to Ranma but who really want to get the Chisuitton to
lock themselves in their non-cursed forms, thus curing them - as well as get rid of Ranma, their rival.
The
Musk Dynasty, with Ranma and company in hot pursuit, manage to find the Kaisufuu, and along the way Ryouga and Mousse are
locked into their cursed forms. Eventually everyone arrives at the site of the Kaisufuu, and even though Ryouga and Mousse
are able to walk into the Kaisufuu spring and restore their forms, Herb manages to walk into it too, turning into his real
male form, much more powerful then his female form. An epic fight between Ranma and Herb ensues, and even though in the middle
of it Ranma is able to resume his male form through the Kaisufuu, Herb is almost able to defeat Ranma in the ensuing grudge
match, even reversing Ranma's famous Hiryu Shoten Ha move and using it against him. However, in the end, Ranma is able to
barely defeat Herb, and even saves him when the mountain with the Kaisufuu on it almost collapses on him. Herb is left to
go back to China, wondering why Ranma saved him...
Herb is somewhat arrogant, and very confident of his
abilities, especailly in male form, where he is much mroe powerful than in his female form. He has a knowledge of many Chinese
martial arts, as proven by his awareness of the Hiryu Shoten Ha, and is not afraid to use them against his enemies. Herb has
a mean streak in which he shows no mercy to his enemies, and carries the "tough" image that comes from having dragon blood
in him.

The
Jusenkyo Police are a group or council based in China, all dressed like the Jusenkyo Guide, but dedicated to a different purpose
than tourism. Their purpose and mission is to keep those who possess Jusenkyo curses from getting out of line and taking advantage
of their cursed forms.
It came to the Jusenkyo Police's attention that Ranma and his friends who were all Jusenkyo
cursed were all violating some kind of code in the Jusenkyo Police's policy book. It was the Jusenkyo Police's decision to
send one of their best warriors, Kinii, to retrieve all the offending individuals for trial.
Kinii managed to capture
all of the Jusenkyo cursed individuals except Ranma, who was forced to go to a distant mountain fortress of the Police in
Japan to save them all. It was only after a tough fight that Ranma managed to defeat the Police and Kinii and force them to
drop the charges against him and his friends.
The Jusenkyo Police are all seemingly of one mind and body when
it comes to upholding their decisions and policies. They are relentless and will go to any lengths to bring supposed criminals
to justice.

The Jusenkyo Guide is the Chinese man who is supposedly
an expert on the Jusenkyo springs. He knows each one by heart and can name one from another in a heartbeat.
The Guide
has been hired by not only Ranma and Genma, but also Mousse and Shampoo as well. In short, all those who were cursed by the
Jusenkyo springs have encountered the Guide at one time or another.
The Guide's responsibilities include showing his
clients to the springs, identifying springs, and warning the unlucky trainers and martial artists of impending doom should
they fall in one spring. The Guide is also obviously an expert on China and can identify major landmarks (such as Shampoo's
home village of Amazons, Joketsuzoku).
The Guide seems to be a "harbinger of doom", and always attempts to warn
his clients about the dnagers of training there (to which most do not listen). He seems genuinely concerned about those who
insist on training at Jusenkyo, but is quick to point out their misfortune should they happen to fall into one of the springs.

Lukkosai is Happosai's old training partner, and the two used to train and be friendly to each other in
times past.
Originally,
Lukkosai was thought to be a boy, when he was found and taken in by Happosai and Ranma, after he had been caught on a panty
raid, similar to the ones Happosai usually takes. Happosai took the "boy" Lukkosai under his wing, much to Ranma's horror,
especially after almost being snuggled by the mini-pervert.
Eventually it is found that the boy is not really a boy,
but in reality an old man like Happosai. Having fallen in the Spring of Drowned Boy, he now assumes the form of a young (and
perverted) young boy whenever splashed with cold water. It is also found out that the reason Lukkosai had been seeking out
Happosai was to take back a very important item that had been stolen off of him when him and Happosai were both 18. This item
was an ink tablet which made the user's ink-brush drawings come to life when used properly - an item well suited to Lukkosai,
who uses an ink brush to attack. Lukkosai eventually gets back the item and him and Happosai try to work together to get at
Onna-Ranma, who beats them up.
Lukkosai is just as perverted in his boy form as in his normal, old man form.
He and Happosai have very similar personalities and the two seem to mesh together very well. Almost as possessive as Happosai,
Lukkosai hates to have things taken from him and will stop at nothing to get them back. He, like Happosai, is also trying
to get at Onna-Ranma to snuggle against her, and once almost got an ink copy of Onna-Ranma's chest.
